Prop M Frequently Asked Questions

Proposition M is a $48 Million zero-tax-rate-increase bond issue that will appear on the April 7, 2026 ballot. If approved by voters, Proposition M would fund the following:

Maintain our Schools

• Upgrade aging roofs at facilities around the district
• Upgrade aging HVAC systems at facilities around the district. 

Modernize our Safety Measures

• Install lockdown-capable classroom door hardware at all school buildings
• Install additional exterior door access controls and door monitors at all school buildings
• Install an emergency notification system at all school buildings

Manage our Resources

• Pay off the existing lease for Antonia Middle School and multiple school buses
• Enter into performance contracting for HVAC and lighting upgrades

Funds from Proposition M would support safety upgrades and facility upgrades around the district. Specifically, Prop M would allow the district to replace aging roofs and HVAC units. Additionally, funds would be used for safety upgrades in all school buildings. 

Finally, bond funds would be used to pay off the lease for Antonia Middle School and some school buses. The district would then be able to reprioritize $0.19 cents currently in the Fund 4 levy and use those funds in the district’s operating budget for day-to-day expenses or facility maintenance.
 

No. Residents would not see a tax rate increase as a result of this bond issue. 

In short, no. If a zero-tax-rate-increase bond issue does not pass, voters/residents will not see a tax decrease in the near future. When the district’s current bonds are paid off in 2041, property taxes would decrease at that time. However, this would delay much-needed facility repairs.

Bonds are low-interest loans that the district pays back using funds from its debt service levy. Funds from the debt service levy cannot be used to pay for salaries, classroom supplies, or other routine, budgeted items that support teaching and learning in the classroom. Fox C-6 can borrow approximately $48 million in bond funds without raising the debt service levy used to repay the financing. If Proposition M is approved by voters, Fox C-6 would sell bonds to investors that offered the most advantageous interest rates.

In 2023, Fox C-6 partnered with Navigate Building Solutions to conduct a comprehensive assessment of all district facilities and develop a Facilities Master Plan to guide the strategic facility management of Fox’s  school buildings and other facilities. During a series of community meetings, district officials shared the most pressing facility needs with community members. 

Then, district officials surveyed community members both at in-person learning sessions and through a digital survey to determine the community’s top priorities for facility and safety improvements. 
 

Yes. Fox C-6 can afford a $48 million bond issue without raising the current tax rate.

The district's bonding capacity is approximately $207 million, which is 15% of the assessed valuation of residential and commercial properties in the district's attendance area. Fox C-6 currently has around $47 million in debt, which is approximately 22.7% of the district's bonding capacity. 

 If approved by voters, bond funds would be used to replace aging rooftops, HVAC units, and parking lots throughout the district. Funds would also be used for safety improvements in all Fox C-6 facilities.

Operating funds should be used to support salaries and benefits, transportation costs, utilities, textbooks, or other teaching supplies needed to run a school district. While we also use some operating funds for the maintenance and upkeep of facilities, funding larger projects would demand too much money from our operating fund.  That is why borrowing is necessary.  Borrowed money via a bond issue may only be used for capital (building) projects. 

Additionally, using the operating budget for capital improvements diminishes our capacity to maintain adequate cash flow, making it difficult to meet other financial responsibilities. 

No, state law only allows debt service revenue to be used for the repayment of principal and interest on general obligation bonds.

A zero-tax-rate-increase bond issue works much like a home equity loan, where a homeowner who pays down his or her debt can spend up to his or her credit limit again for new projects without paying more in his or her monthly loan payment.

A school bond funds capital projects like building new schools or renovating existing school structures, while a levy funds educational programs and operations (Educational materials, teacher and staff salaries, transportation and utilities). Both are local property taxes that are approved by voters. 

 Critical upgrades to the District’s aging facilities would be delayed, leading to substandard learning facilities and costly repairs as roofs, HVAC units, and parking lots continue to age.

Strong schools are essential to thriving neighborhoods and a strong local economy. Demographic and economic data consistently shows that vibrant, successful schools are assets to their communities, increasing property values, attracting investment and benefiting neighbors. 

Proposition M requires a 4/7 majority, or 57.1%, to be approved.

Shall the Board of Education of the Fox C-6 School District borrow money in the amount of $48,000,000 for the purpose of paying costs of acquiring, constructing, renovating, furnishing and equipping school sites, buildings and related facilities, including the replacement of heating and air conditioning systems and roofs, the installation of safety and security improvements throughout the school district, and the refinancing of existing leases, and issue general obligation bonds for the payment thereof? If this proposition is approved, the adjusted debt service levy of the school district is anticipated to remain unchanged at the current levy of $0.3901 per one hundred dollars of assessed valuation of real and personal property.
